Memorandum of Agreement (MOA)

Bureau of Land Management Oregon / Washington, United States Forest Service Region 6, Federal Highway Administration and Oregon Department of Transportation

This MOA is designed to enhance certainty, provide structure for collaboration, and establish agreements for those agencies with a demonstrated interest in Federal Highway Administration (FHWA) / Oregon Department of Transportation (ODOT) bridge repair and replacement projects associated with the Oregon Transportation Improvement Act III (OTIA III). The MOA defines the role of National Environmental Policy Act (NEPA) lead and cooperating agencies for OTIA III bridge projects that will occur on lands within Bureau of Land Management (BLM) and U.S. Forest Service (USFS) jurisdiction.

The authorities for this action are the NEPA, as amended (42 U.S.C. §§4321-4347), the Wild and Scenic Rivers (WSR) Act (16 U.S.C. §§1271-1287), that National Forest Management Act (16 U.S.C. §§1600-1614), the Federal Land Policy and Management Act (43 U.S.C. §§1701-1782), and the Columbia Gorge National Scenic Area Act (16 U.S.C §§544-544p).
