CS3 provides a unique perspective to transportation engineering in Oregon. CS3 stands for Context Sensitive and Sustainable Solutions. It fosters workforce development; reflects the community's cultural and aesthetic interests; maintains mobility and safety; ensures sound stewardship of the natural environment; and promotes cost-effectiveness. CS3 is the approach for the OTIA III State Bridge Delivery Program.
